I have placed plugin into preference "plugins" folder without any plugin path in preference and load plugin correctly without issues.
As Daniel said, console say : RingLoop v0.5 - ready
In R23 is not needed plugin because it´s part of installation of c4d (build-in)
You´ll find it in Extensions/Substance engine section in main menu (If you want load/manage substances)
Also in preferences you can find description of used substance engine
Simply select xgroup "all above 0 is 0", go to File/Save Xgroup As..." which will save this xgroup for later use. When you want to call this xgroup, simply in opened xpresso view go to File/Load Xgroup... command
You could for example create some folder for lights and iterate thru all objects in folder and update their parameters. Something like this...

There´s a benefit of this setup in creating for exaple multiple copies of lights inside lights folder and xpresso "recognize" updated content and adjust as you set...
There is not "direct" link between attributes. Cloner in blend mode just get you results between two states of object.
Like in this example. (first child of the cloner has upper parameters, second one bottom parameters)
All parameters are the same except fillet radius.
Cloner in blend mode only get you results between these values (dependent on parameters in effector)

I think best option is invest little time to create UD with nice interface mapped to some "real" values...
