I found a workaround.
 
create a daylight.
delete the sun expression
and set both sky color and sun color to your desired color.
activate mix sky texture
and use an other sky or a sphere to set the color of the surrounding.
 
 

There is no r22, only s22. That means 22 was a subscription release and therefor there unfortunately is no perpetual version of it that you could buy.
